SENATE BILL NO. 99 BY SENATOR MICCICHE, entitled:                                                                               
                                                                                                                                
          "An Act relating to alcoholic beverages; relating to                                                                  
          the regulation of manufacturers, wholesalers, and                                                                     
          retailers of alcoholic beverages; relating to licenses,                                                               
          endorsements, and permits involving alcoholic                                                                         
          beverages; relating to the Alcoholic Beverage                                                                         
          Control Board; relating to offenses involving                                                                         
          alcoholic beverages; relating to the offense of minor                                                                 
          consuming; relating to revocation of a driver's license                                                               
          for a minor consuming offense; relating to the effect                                                                 
          of the revocation of a driver's license for a minor                                                                   
          consuming offense on a motor vehicle liability                                                                        
          insurance policy; and providing for an effective
